Repeals and re-enacts section 447.620, RSMo, relating to definitions used in abandoned housing provisions (sections 447.620 to 447.640)

Expands the definition of "rehabilitation" to explicitly include demolition as an allowable process for improving abandoned properties

Maintains existing definitions for housing code, last known address, municipality, nuisance, organization, parties in interest, and rehabilitation procedures

Allows demolition as a rehabilitation option for properties in violation of housing codes that constitute threats to public health, safety, or constitute blight
