Amends sections 375.141, 375.932, and 375.936 of Missouri law relating to insurance producer licensing and unfair trade practices in insurance.

Adds "cold lead advertising" definition to describe marketing methods that fail to disclose in a clear and conspicuous manner that the purpose is an insurance sales solicitation.

Establishes new unfair solicitation methods for Medicare products (Part C, Part D, and Medigap plans) including prohibitions on cold lead advertising, door-to-door solicitation without prior written request, and bait-and-switch tactics mixing Medicare with other insurance products.

Requires 24-hour advance notice to senior living facilities, nursing homes, and retirement communities before soliciting Medicare products, with specific disclosure of the producer's license number, business address, products, and insurance companies involved.

Prohibits Medicare product solicitation on premises of public or social welfare agencies providing assistance to elderly or disabled individuals, except for educational events complying with Centers for Medicare and Medicaid Services guidelines.
