Repeals and replaces section 171.033, RSMo regarding school days missed due to inclement weather.

Defines "inclement weather" as ice, snow, extreme cold, flooding, or tornado, but excludes excessive heat.

Requires school districts to make up the first six days lost to inclement weather and half of any additional days beyond six to maintain a minimum of 142 days and 1,044 hours per school year.

Prohibits school make-up days from being scheduled on any day designated as a public holiday under section 9.010.

Declares the act an emergency measure effective immediately upon passage and approval.
