Department of Elementary and Secondary Education shall develop standards for professional improvement plans for teachers and principals by June 30, 2012, applicable to all public schools including charter schools

Professional improvement plans must identify performance-based evaluation standards needing improvement, including student achievement progress, curriculum delivery, learning environment creation, and collaborative practices

Plans shall include clearly defined goals using SMART principles (specific, measurable, attainable, results-oriented, time-based) and objectives with procedures for knowledge expansion, implementation, and impact analysis

Data sources for measuring plan accomplishment may include student achievement, student and parental feedback, classroom observations, survey data, student behavior, and teacher reflection

Development of standards shall involve Missouri certified teachers, administrators, and other representatives
