Allows refinancing lenders to perfect liens through simplified notice procedures that bypass certain existing requirements, applicable to motor vehicles, trailers, watercraft, and manufactured homes.

Enables liens to secure future advances when clearly stated on security agreements and notice documents, with future advances not required to be executed or delivered prior to the advance date.

Establishes that liens perfected in another jurisdiction continue valid in Missouri under specified conditions, including when lienholder appears on existing title or within three months of Missouri title issuance.

Requires director of revenue to establish security procedures for electronic lien notices and satisfy notices using algorithms, codes, encryption, or callback procedures to verify authenticity and detect transmission errors.
