Creates the Mental Health Earnings Fund in the state treasury to receive interest earnings and fees from the substance abuse traffic offenders program, with funds not reverting to general revenue at the end of the biennium.

Specifies that Mental Health Earnings Fund moneys from substance abuse traffic offender fees shall be used solely for assistance in securing alcohol and drug rehabilitation services for persons unable to pay for such services.

Allows the Mental Health Earnings Fund to receive revenue from managed care agreements entered into by the department of mental health, subject to appropriation approval and separate accounting.

Allows the Mental Health Earnings Fund to receive revenue from agreements between the department of mental health and alcohol and drug abuse counselor certification boards for counselor certification oversight purposes, subject to appropriation approval and separate accounting.

Permits the Mental Health Earnings Fund to receive proceeds from sales and services of Mental Health First Aid USA, with such proceeds used solely for funding Mental Health First Aid USA activities and subject to appropriation approval and separate accounting.
