Repeals and replaces section 170.132, RSMo, to establish new requirements for accessible electronic text in Missouri schools.

Defines "accessible electronic text" as digital text compatible with text-to-speech systems, adjustable font sizes, navigable by chapter and page, with alternative text for images and proper heading structure.

Requires public elementary and secondary schools to preferentially procure print instructional materials in accessible electronic text format from vendors when materials meet curricular needs and do not impose undue burden.

Grants all public elementary, secondary, and post-secondary schools the right to transcribe, reproduce, and distribute print materials in specialized formats (Braille, large print, digital audio, accessible electronic text) for students with disabilities covered under the Individuals with Disabilities Education Act or Section 504 of the Rehabilitation Act.

Directs the Missouri assistive technology advisory council to annually identify approved accessible electronic text formats, identify vendors offering such materials, and disseminate vendor information to schools.
