Requires contracts to be awarded to the lowest qualified responsible bidder submitting a responsive bid, with written rejection reasons provided within five business days if the lowest bidder is rejected for nonperformance, failure to provide required bonds, or other specified inability to perform.

Mandates sealed written bids submitted by advertised deadlines and opened publicly on specified dates, times, and places; prohibits early opening or changes to bid opening details without advance notice to all known bidders.

Grants bidders standing to file legal action for violations of bidding standards and seek equitable relief, monetary damages, attorney's fees, or contract rebidding, with actions limited to 15 business days after contract award; permits political subdivisions to reject all bids or award without bidding for public health emergencies or essential service restoration.
