Creates the Missouri Commission on Prevention and Management of Obesity within the Department of Health and Senior Services, effective within 60 days and expiring August 28, 2013.

Commission shall consist of at least 22 members including state agency directors, legislative representatives, medical professionals, university appointees, and representatives from food industry and health organizations, with consideration for ethnic and geographic diversity.

Commission duties include collecting obesity data on Missouri children and adults, analyzing economic impacts, identifying barriers to prevention and management, listing available programs and funding sources, and submitting a report with recommendations to the governor and legislature by August 28, 2013.

Department of Health and Senior Services shall establish a resource databank on obesity accessible to educational institutions, physicians, hospitals, policymakers, and the public through the department website and printed materials by January 1, 2012.

Department may provide technical assistance to schools and districts to create healthy school nutrition environments incorporating nutrition education, USDA dietary guidelines-based meals, healthy food options, pleasant dining experiences, and community marketing efforts.
