Creates the "School Safety and School Violence Prevention Fund" in the state treasury, with the State Treasurer as custodian, and appropriates up to $1.5 million annually beginning in fiscal year 2013.

Requires the Department of Elementary and Secondary Education to select an existing agency or create a new statewide center for school safety and school violence prevention to serve all public school districts.

Establishes that the center shall provide staff, equipment, supplies, and training for violence prevention programs including bullying prevention, cyberbullying, conflict resolution, suicide prevention, and emergency preparedness.

Requires the center to offer services including conducting safety reviews, developing emergency plans, staff development, publishing newsletters, maintaining a website, and serving as a clearinghouse for school safety information.

Mandates the center provide annual budget reports and year-end summaries to the Department detailing services provided and the number of schools utilizing each program, with information made available to the legislature.
