Establishes the Missouri and Midwest High-Speed Rail Commission composed of 15 members: 12 public members appointed by the governor and 3 ex officio members (directors of transportation and economic development, and state highways and transportation commission chair)

Requires public members to include local elected officials interested in high-speed rail, former elected officials with transportation expertise, infrastructure financing experts, and railroad/transportation infrastructure specialists, with geographic representation from all state regions

Mandates the commission prepare a report by March 20, 2012 recommending the best governmental structure for a public-private partnership to design, build, operate, and finance a high-speed rail system, including funding sources and integration with existing transportation systems

Requires a follow-up report by February 1, 2013 detailing the status of prior recommendations and revised recommendations based on public and stakeholder input

Authorizes the commission to receive public input, solicit testimony from other Midwest states and global high-speed rail operators including Amtrak, and collaborate with the Missouri Department of Transportation on federal high-speed rail planning projects
