Repeals and replaces section 178.693 and enacts sections 208.026 and 208.052 relating to early childhood education and care quality.

School districts offering parent education, developmental screening, and programs for developmentally delayed children ages 3-4 are eligible for state reimbursement subject to appropriations.

Establishes grant program for school districts with less than 50% participation in Parents as Teachers program that provide outreach services, with priority given to districts serving families below 200% of federal poverty level.

Requires all licensed child care providers serving families receiving state-funded child care assistance to be reimbursed at the current market rate by July 1, 2015, as established by the biennial state market rate survey.

Directs the Department of Social Services to offer grants through the T.E.A.C.H. early childhood Missouri scholarship program and workforce incentive initiative to a maximum of 250 child care professionals annually to improve program quality and reduce workforce turnover.
