Repeals and reenacts sections 414.530, 414.560, and 414.570 of Missouri Revised Statutes relating to the Missouri Propane Education and Research Council.

Modifies the council appointment process so that subsequent appointments after the initial director selections are made by the council following a public nomination process, rather than requiring director approval of vacancy fills.

Changes budget approval procedures so the council submits budget plans for public comment and then approves or modifies the budget itself, rather than requiring director approval.

Shifts regulatory authority for alternative assessment collection methods and late payment charges from the director to the council, with the council able to establish interest rates not exceeding the legal rate for judgments.

Removes a provision authorizing the National Propane Education and Research Council to coordinate with the Missouri council and establish potential assessment rebates under the federal Propane Education and Research Act of 1992.
