Repeals and replaces section 162.081, RSMo, regarding school district corporate organization and lapse procedures.

Transfers authority to set the lapse date from a fixed date (June 30th of the second full school year) to the State Board of Education, which may also establish terms and conditions for continuing district governance.

Modifies the public hearing requirement for unaccredited districts to focus on accreditation status rather than requiring specific review of return-to-accredited plans and technical assistance offers.

Maintains provisions allowing the State Board of Education to appoint special administrative boards, attach lapsed districts to other districts, or establish new districts within lapsed district territory.

Preserves employee interview requirements for permanent teachers from lapsed districts and requires voter approval for voluntary district division plans by unaccredited or provisionally accredited districts.
