Transfers administration of the Motorist Insurance Identification Database program from the Department of Revenue to the Missouri Highway Patrol, with implementation deadline changed from July 1, 2002 to January 1, 2012.

Replaces prior funding mechanism (6% of insurance premiums tax) with annual registration fees of 50 cents ($1 for biennial registration), deposited into a new Motorist Insurance Identification Database Account within the state highways and transportation fund.

Increases the financial responsibility lapse threshold from 2 consecutive months to 3 consecutive months before vehicle registration suspension notices are issued to vehicle owners.

Creates new section 303.410 requiring towing companies to notify the designated agent within 45 minutes of any nonconsensual tow, providing vehicle information and tow details so the designated agent can contact the vehicle's insurance company within 3 business days.

Shifts rulemaking authority for the program from the Director of Revenue to the Superintendent of the Highway Patrol, and repeals the sunset provisions that previously limited the program to expire June 30, 2007.
