Establishes a "tuition lock-in" for Missouri resident students enrolled full-time at state-funded higher education institutions, freezing tuition at the rate charged at initial enrollment for up to five continuous academic years.

Applies tuition lock to students enrolled full-time (12+ semester hours for undergraduates, 9+ for graduates) while continuously enrolled, excluding summer sessions.

For students already enrolled before the 2011-2012 school year, locks tuition at the 2011-2012 rate for the customary time required to complete their degree program.

Extends tuition lock for degree programs requiring more than four years to complete, covering the full customary completion time at the initial enrollment rate.

Resets tuition lock for undergraduate students who continue to graduate studies, requiring them to lock in graduate tuition rates from their first graduate semester onward.
