Creates the Civil Disaster Response Corps within the Department of Public Safety to develop emergency response capacity and be available for governor call-up only during declared emergencies.

Corps members receive $3,000 annual stipends and can be called up for no more than 21 calendar days per year, limited to service within Missouri only.

Membership capped at 1,150 members organized into three regional battalions (A, B, C) subdivided into nine companies based on Missouri congressional districts as of 2009, plus a 25-member headquarters unit.

Requires quarterly training in disaster recovery, emergency medicine, communications, wildfire response, hazardous materials safety, and other emergency response areas.

Provides corps members the same employment protection against unlawful termination as Missouri National Guard members and allows governor to call up the corps for emergency response, hazard mitigation, and disaster recovery missions.
