Establishes the "Solar Water Heating System Incentive Program" administered by the Department of Natural Resources to provide financial incentives for solar water heating system purchases and installations in private residences.

Provides $500 incentives per qualifying system, with limits of one incentive per homeowner per year and three incentives per homebuilder per year, capped at $100,000 total per year.

Requires solar water heating systems to meet qualification standards including proof of purchase, installation per manufacturer specifications and applicable codes, new/unused components, minimum two-year warranty, and installation in a private residence.

Distributes incentives in January, March, May, July, and September with a maximum of 40 incentives dispersed each month.

Program automatically sunsets six years after effective date unless reauthorized by the General Assembly, with a subsequent sunset of twelve years if reauthorized.
