Repeals and replaces section 115.123 of Missouri Revised Statutes regarding election dates.

Moves presidential primary elections from the first Tuesday after the first Monday in March to the first Tuesday after the first Monday in February in presidential election years.

Removes the first Tuesday after the first Monday in June as an authorized election date, keeping only November and August as regularly scheduled election dates along with general, primary, and municipal election days.

Prohibits cities and counties from adopting new charters or charter amendments that call for elections on dates other than those established in the statute.

Preserves exceptions for bond elections due to emergency, property-owner voting requirements, and special elections to fill vacancies or resolve ties.
