Establishes the "Compassionate Assistance for Rape Emergencies (CARE) Act" requiring hospitals and health care facilities to provide emergency care to sexual assault victims

Mandates that hospitals and health care facilities provide sexual assault victims with medically accurate written and oral information about emergency contraception and inform them of their option to receive it

Requires hospitals and health care facilities to provide the complete regimen of emergency contraception immediately upon request and follow Department of Justice protocols on HIV/STI screening and prophylactic treatment

Directs the Department of Health and Senior Services to develop and distribute informational materials about emergency contraception that explain its nature, use, safety, efficacy, and availability, and clarify it does not cause abortion

Authorizes the Department of Health and Senior Services to impose administrative penalties of $5,000 per affected woman for denial of information or contraception, plus additional $5,000 penalties for every 30 days of non-compliance
