HB 638 Summary

• Establishes the "Insured Vehicle Identification Network Program" administered by the Department of Insurance, Financial Institutions and Professional Registration in collaboration with the Department of Revenue and Department of Public Safety to track insured motorists and identify uninsured drivers.

• Creates a six-month initial pilot program with department discretion to continue indefinitely, terminate immediately, or continue and submit a termination recommendation to the General Assembly by December 31, 2011.

• Requires licensed insurers to report monthly to a designated agent all active policies including insured names, dates of birth, driver's license numbers, vehicle information, policy numbers, and effective dates.

• Authorizes the designated agent to notify vehicle owners of noncompliance with financial responsibility requirements and allows the Director of Revenue to suspend vehicle registrations for owners who fail to provide proof of insurance within 30 days of notification.

• Funds the program through deposits to the "Insured Motorist Fund" from net general revenue collected from insurance premium taxes and all fees imposed under the chapter.
