Repeals sections 163.036 and 163.037 of Missouri Revised Statutes and enacts a new section 163.036 governing summer school attendance calculations for state aid purposes.

Beginning with the 2011-2012 school year, summer school attendance counted toward average daily attendance must be limited to attendance hours of pupils in academic areas of study based on core subject areas of the regular instruction program for relevant grade levels.

School districts must verify to the Department of Elementary and Secondary Education that their summer school programs conform to the academic-only requirement to receive state aid reimbursement.

School districts may continue to offer summer school programs with nonacademic or enrichment activities, but such programs are funded at the district's own expense and do not count toward state aid calculations.

Repeals the provision in section 163.037 that would have added supplemental weighted average daily attendance if statewide summer school attendance decreased by 25 percent compared to the 2005-06 school year.
