Adds public disclosure exception allowing the Department of Revenue to release information about the annual number of cigarettes sold by each tobacco product manufacturer to the public.

Clarifies that confidential tax information is limited to information received by the department in connection with administration of state tax laws.

Maintains existing confidentiality protections and exceptions for disclosure to taxpayers, law enforcement, other government agencies, and in legal proceedings.

Establishes violation of confidentiality provisions as a Class D felony upon conviction.

Permits disclosure of state tax credit claims by Missouri General Assembly members and statewide elected officials to the public.
