Increases the number of gubernatorial appointees to the Missouri Housing Development Commission from six to eight members, while maintaining the four ex-officio members (governor, lieutenant governor, state treasurer, and attorney general)

Requires at least one commission member to reside within Kansas City city limits and one within St. Louis city limits, with each selected from a panel of three nominees submitted by the respective city councils

Adjusts initial appointment terms so three members serve two years, three serve three years, and two serve four years, with all subsequent appointments for four-year terms

Increases the quorum requirement from six to seven members and raises the affirmative vote threshold for commission action from six to seven members

Maintains per diem compensation of fifty dollars plus reasonable and necessary expenses for appointed members
