Creates the Missouri Housing Development Commission as a governmental instrumentality and body corporate of Missouri.

Requires the commission to maintain its headquarters in Jefferson City and prohibits it from leasing or purchasing real estate in any county other than Cole County.

Commission consists of the governor, lieutenant governor, state treasurer, state attorney general, and six governor-appointed members with senate confirmation, with no more than four appointees from the same political party.

Governor-appointed members serve staggered terms of two, three, or four years initially, then four-year terms thereafter, with a quorum of six members required for action and at least six affirmative votes needed for all commission decisions.

Members appointed by the governor receive fifty dollars per diem plus reasonable and necessary expenses for their service.
