Removes the requirement for governing body approval and makes the $2 surcharge mandatory in all criminal cases filed in any court in Missouri, including state criminal and traffic violations, municipal ordinances, and county ordinance violations

Surcharge applies to juvenile court proceedings where a child is found to come within applicable provisions of section 211.031

No surcharge collected if the proceeding or defendant is dismissed by the court or if costs are to be paid by the state, county, or municipality

Funds from the surcharge must be deposited into an "Inmate Security Fund" and used to develop information sharing and biometric verification systems for inmate identification and tracking in local jails and the criminal justice system

After biometric system installation, funds may also be used for system maintenance and expenses related to custody, housing, and other prisoner expenses
