Repeals and replaces sections 87.205 and 87.207 of Missouri Revised Statutes relating to the St. Louis Firefighter's Retirement System's accidental disability benefits.

Maintains 75% salary benefit for accidental disability retirements before August 28, 2011, and for retirements on or after that date based on heart, lung, or cancer conditions or permanent total disability.

Establishes a tiered benefit structure for accidental disability retirements on or after August 28, 2011 (except heart/lung/cancer cases): 25% base pension plus additional benefits based on years of service, including education allowances up to University of Missouri-St. Louis tuition and supplemental pensions for full-time students.

Allows members with 20-25 years of service to waive education and supplemental allowances in exchange for a 40% additional pension instead.

Modifies annual cost-of-living increases for accidental disability retirees on or after August 28, 2011, reducing the rate to 1% per year for members with 25 years or less of service, and 2.25% per year for those with more than 25 years of service.
