House Bill 669 Summary

• Establishes a cost-neutral or cost-positive plan by January 1, 2013 for bariatric surgery coverage under the Missouri consolidated health care plan.

• Requires health care providers to furnish patient medical records within 15 business days of request (or notify of delay with reasonable time not exceeding 90 days), with penalties of three times the copying fee for providers more than 30 days delinquent.

• Adds blood clotting product-related services to MO HealthNet coverage, including home delivery of products, ancillary infusion equipment and supplies, and in-home assessments for persons with bleeding disorders.

• Prohibits health carriers from denying reimbursement for diagnostic imaging based on physician specialty, from denying coverage for uncovered dental or vision services at established fees, and from denying early renewal of prescription maintenance eye drops requested within 30 days.

• Establishes standards for pharmacies dispensing blood clotting therapies, requiring 24/7 pharmacist availability, two-business-day product shipment, 12-hour emergency access for established patients, and proper hazardous waste disposal procedures.
