Repeals and rewrites section 67.1461 regarding community improvement district powers.

Adds solar photovoltaic and solar thermal energy projects to the list of public improvements a district may construct, reconstruct, install, repair, maintain, and equip.

Authorizes districts to provide cleaning, maintenance, and other services to real or personal property installed as part of a special energy improvement project.

Maintains existing district powers including levying assessments and taxes, acquiring property, borrowing money, providing public improvements, and supporting business development.

Requires districts to annually reimburse municipalities for reasonable and actual establishment and review expenses, capped at 1.5% of district revenues collected.
