Authorizes the adjutant general of Missouri to present a Missouri National Guard Overseas Training Ribbon to Missouri National Guard members who participate in training outside the continental United States for 10 or more cumulative days, with eligibility dating from July 11, 1984 onward.

Authorizes the adjutant general to present a Missouri National Guard State Partnership Program Ribbon to members who participate in state partnership program missions to countries with which Missouri has a federally recognized partnership, with eligibility dating from February 13, 1996 onward.

Authorizes the governor, upon recommendation of the adjutant general, to present the Order of the Minuteman Award (consisting of a medal, ribbon, lapel pin, and citation) to military or civilian individuals for exceptionally meritorious service to Missouri and the Missouri National Guard.

Limits the Order of the Minuteman Award to one award per person, but allows presentation to surviving primary next of kin if the recipient is deceased.

Allows the design of all ribbons, medals, and pins to be determined by the governor and adjutant general as appropriate.
