Allows vehicle owners to obtain personalized "I'M PET FRIENDLY" license plates bearing the Missouri State Humane Association emblem after paying a $25 annual emblem-use fee and $15 registration fee to the Department of Revenue

Permits payment of the $25 emblem-use fee either directly to the Missouri State Humane Association or at the time of vehicle registration to the director of revenue

Creates the "Missouri Pet Spay/Neuter Fund" in the state treasury, administered by the Department of Agriculture, to receive all emblem-use fees minus reasonable administrative costs

Directs all moneys in the spay-neuter fund (except administrative costs) to be distributed as grants to humane societies, municipal animal shelters, and 501(c)(3) organizations for spaying and neutering dogs and cats in Missouri

Establishes a volunteer board of three members appointed by the governor to review grant applications, consisting of two local municipal animal shelter administrators and one humane society administrator from separate congressional districts
