Authorizes the issuance of special personalized license plates to members of the International Conference of Police Chaplains (ICPC) who have completed basic certification requirements.

License plates shall display "POLICE CHAPLAIN" instead of "SHOW-ME STATE" and must be made with fully reflective material clearly visible at night.

Applies only to motor vehicles owned solely or jointly by eligible individuals, excluding apportioned vehicles and commercial vehicles exceeding 18,000 pounds gross weight.

Requires applicants to submit an application to the director of revenue accompanied by a signed certification statement confirming ICPC membership and basic certification completion.

Individuals who terminate or are removed from ICPC association must return special plates to the director within 15 days and must pay an annual fee equal to personalized license plate fees.
