Repeals and replaces section 230.220, RSMo, governing county highway commissions in counties that adopt the alternative structure.

County highway commission shall consist of three county commissioners and one person elected from each of two county commission districts.

First member elected from district A serves a two-year term; first member from district B serves a four-year term; subsequent successors serve four-year terms.

Elected members not serving on the county's governing body receive an attendance fee per meeting (up to $100 as set by the governing body) plus mileage allowance matching the county governing body rate, paid from the road and bridge fund.

Within 30 days of voter adoption of the alternative county highway commission, the governor appoints one commissioner from each district, with one appointee from each of the two highest vote-casting political parties.
