Repeals and replaces sections 441.500, 441.510, 441.570, 441.590, 441.600, and 441.641 of Missouri Revised Statutes relating to landlord-tenant law and housing code enforcement.

Allows counties, municipalities, local housing corporations, and neighborhood associations to apply for court appointment of a receiver to abate housing code violations on both occupied and vacant buildings that threaten public health, safety, or welfare.

Requires 60 days' written notice to interested parties before filing for receiver appointment, and allows interested parties to remedy violations or pursue foreclosure/land sale contract actions during this period to prevent receiver appointment.

Grants appointed receivers authority to collect rents, make repairs, borrow money using receiver certificates, and sell properties at public auction or through private sale with court approval to fund abatement costs.

Establishes priority disbursement order for sale proceeds: receiver certificates and notes, receivership costs, delinquent taxes and assessments, pre-receivership liens, and remainder to property owner; allows court to declare abandoned properties after one year and transfer title to receiver or non-profit organization.
