Repeals and replaces sections 115.124 and 115.453 of Missouri Revised Statutes relating to elections in political subdivisions and special districts.

Allows nonpartisan elections to be cancelled if the number of candidates filing equals the number of positions to be filled, provided notice has been published in a newspaper of general circulation (excludes municipal elections).

Requires candidates who file on the first day to have their ballot order determined by random drawing, with each candidate drawing a number at the time of filing.

Modifies vote counting procedures to invalidate votes when a voter marks more candidates for an office than positions available, or votes for the same candidate multiple times for the same office.

Changes write-in candidate filing deadline from the second Friday before the election to 5:00 p.m. on the eleventh Tuesday before the election, with notification to the filing officer due by the second Friday before election day.
