Removes requirement that sewer disconnection notices be sent by certified mail; allows cities to disconnect water service after three months of unpaid sewer charges with written notice to customer.

Allows sewer corporations, municipalities, and sewer districts to contract with water corporations to terminate water service for nonpayment of sewer bills after 30 days' written notice (or no additional notice if combined billing is used).

Expands definition of "eligible infrastructure system replacements" for water corporations to include energy efficiency projects and service lines/meters, in addition to existing categories of mains, valves, hydrants, and facility relocations.

Changes effective date of infrastructure system replacement surcharge (ISRS) provisions from August 28, 2003 to August 28, 2012, and allows small water corporations to establish ISRS with minimum annual revenues of $10,000 (instead of $1 million).

Modifies utility assistance program to allow customers who incurred arrearages during the cold weather rule period to retain service by paying one-third of arrearage plus current bill during each of the three months following the cold weather period.
