Limits owner liability for delinquent occupant water and sewer charges to amounts owed for only 90 days of service, and only for charges exceeding $75 incurred during that 90-day period.

Requires water and sewer districts to make good faith effort to notify property owners when occupants become delinquent after 30 days and must notify both occupant and owner before terminating service.

Prohibits termination of residential water and sewer service on Friday, Saturday, or Sunday unless the occupant or owner can reinstate service within 24 hours without paying emergency fees.

Exempts property owners from reconnection fees and penalties or interest charges when service is terminated to a residence not occupied by the owner, unless more than 30 days pass after termination without the owner paying the amount owed.

Applies only to residences with private water and sewer lines; properties with shared common lines make the property owner liable for all water and sewer expenses.
