Repeals and reenacts section 304.022, RSMo, to clarify rules for yielding to emergency vehicles and define what constitutes an emergency vehicle.

Requires drivers to yield to approaching emergency vehicles with audible sirens or visible red/blue lights from 500 feet away and move to the right side of the roadway.

Requires drivers approaching stationary emergency vehicles displaying red or red/blue lights to either change lanes away from the vehicle (if possible on four-lane roads) or reduce speed and proceed with caution.

Expands the definition of "emergency vehicle" to include vehicles operated by authorized members of fire departments, fire protection districts, volunteer fire departments, rescue squads, ambulance districts, and emergency medical services organizations while responding to emergencies or traveling to retrieve apparatus or equipment.

Prohibits private security firms, security guards, watchmen, and corporate loss-prevention providers from displaying red or blue emergency lights or sounding sirens; violation is a class A misdemeanor.
