Allows individuals convicted of drug possession or use felonies to regain food stamp eligibility if they meet specific conditions related to substance abuse treatment.

Eligible individuals must be: currently participating in an approved treatment program, on a waiting list for treatment while remaining enrolled, have completed treatment, be certified as not needing treatment, or be complying with all court and probation obligations.

Requires applicants to provide documentary or other evidence satisfactory to the Department of Social Services and meet all other standard food stamp program eligibility requirements.

Directs the Department of Social Services, in consultation with the Division of Alcohol and Drug Abuse, to establish rules defining criteria for active participation in and completion of approved substance abuse treatment programs.
