Creates county drinking water supply lake authorities for certain counties (third classification with township government of 7,200-7,300 residents, or second classification with 54,200-54,300 residents) to construct, operate, and maintain drinking water supply lakes of 1,500+ acres and related recreational facilities.

Authority boards consist of 6-30 members appointed by water commissions with staggered 2, 4, and 6-year terms; members must be registered voters and county residents for 5+ years and over age 25.

Authorities are exempt from taxation, may issue revenue bonds, implement tax increment financing, exercise zoning powers, employ staff, and fix rates for facility use; counties holding authorities are not liable for authority actions.

Prohibits major water users from conveying water withdrawn from the Southeast Missouri Regional Water District to locations outside the district if such conveyance unduly interferes with reasonable activities of registered major water users within the district; allows injunctions except when detrimental to public health or safety.

Establishes the Missouri Sustainable Local Food Policy Council within the Department of Agriculture with 22+ members including legislators, agency directors, agricultural representatives, university officials, and food industry representatives to develop local food policies; council expires June 30, 2015.
