Allows individuals to petition courts to expunge arrest, plea, trial, and conviction records for nonviolent felonies, misdemeanors, municipal offenses, and traffic offenses prosecuted in Missouri courts.

Requires at least 8 years to have elapsed since completion of imprisonment, probation, or parole, and no new misdemeanor or felony convictions during that 8-year period (moving traffic violations excluded).

Permits petitioners to expunge multiple eligible offenses in a single petition filed in the civil division of circuit court where at least one offense occurred.

Assesses a $500 surcharge on all expungement petitions, collected by the court clerk and paid to the general revenue fund.

Upon expungement, records become confidential and petitioner may deny the arrest, plea, trial, or conviction occurred without penalty for perjury or false statement.
