Increases the maximum wireless enhanced 911 service fee from 50 cents to 75 cents per wireless telephone number per month, subject to voter approval.

Requires the fee to be submitted to Missouri voters at the general election in November 2012 (or at a special election called by the governor), with the ballot asking whether to authorize the fee of up to 75 cents monthly for wireless enhanced 911 service funding.

If approved by a majority of voters, the fee becomes effective January 1, 2013, or the first day of the month occurring at least 30 days after ballot approval.

Maintains existing provisions for fee collection by wireless service providers, fund administration by the Office of Administration, and distribution to public safety answering points and wireless service providers for enhanced 911 implementation costs.

Preserves liability protections for wireless service providers from civil and criminal damages related to 911 service development and operation, except for cases involving gross negligence, recklessness, or intentional misconduct.
