HB 751 - Clinical Laboratory Science Practice Act

• Establishes licensure requirements for clinical laboratory personnel including medical laboratory scientists, categorical laboratory scientists, medical laboratory technicians, and phlebotomists in Missouri

• Creates a 9-member Clinical Laboratory Science Board appointed by the governor to administer and enforce licensing standards, approve national certification examinations, and establish continuing education requirements

• Requires applicants to hold appropriate degrees (baccalaureate for scientists/technicians, high school diploma for phlebotomists), pass board-approved national certification examinations, and complete continuing education for license renewal every two years

• Provides exemptions for licensed health care professionals, federal employees, research personnel, and students in accredited programs; includes 24-month transition period allowing existing practitioners to obtain licenses without meeting new educational requirements if they have two years of experience

• Authorizes the board to refuse, suspend, or revoke licenses for fraud, incompetence, criminal convictions, professional misconduct, false records, or violation of professional standards; violations constitute a class A misdemeanor for first offense and class D felony for subsequent offenses
