Defines "inclement weather" as ice, snow, extreme cold, flooding, or tornado, but excludes excessive heat.

Requires school districts to make up the first six days of school missed due to inclement weather, plus half of additional days beyond six, to maintain minimum 142 days and 1,044 hours for the school year.

Limits makeup day requirements to a maximum of ten total days for 2008-09 school year and all subsequent years by capping additional makeup days at four (half of eight days).

Exempts all school districts from making up any inclement weather days missed during January 31 - February 4, 2011, the period when the governor declared a statewide emergency.

Allows the commissioner of education to waive minimum calendar requirements for year-round schools upon request if closure was due to circumstances beyond district control.
