Modifies Section 167.131 of Missouri law to establish enrollment options for students in unaccredited school districts, effective immediately as an emergency measure.

Students from unaccredited districts may attend accredited public schools in the same or adjoining counties if they were enrolled during the year of the unaccreditation declaration or enrolled afterward, including new kindergarten and first-grade students.

The sending district must pay tuition to the receiving district at the lesser of the receiving district's established nonresident tuition or the average expenditure per pupil of both districts, along with providing transportation.

School districts must establish admission criteria by June 30, 2011, prioritizing availability of qualified teachers and classroom space without requiring new teachers or classrooms, and prohibiting displacement of resident students.

Students accepted from unaccredited districts may continue in their assigned building even if their home district regains accreditation, but must return to their home district upon transitioning to a different school building if accreditation is restored.
