Beginning in school year 2011-2012, limits summer school attendance to no more than two percent of a school district's total weighted average daily attendance from the previous regular term when foundation formula appropriations are insufficient to fully fund applicable percentages under section 163.031.

Students with individualized education programs (IEPs) requiring extended school year services are exempt from the summer school attendance cap.

Repeals and replaces section 163.036, RSMo, which governs how school districts calculate state aid based on average daily attendance estimates and adjustments.

Allows school districts to use estimated weighted average daily attendance based on current year, immediately preceding year, or second preceding year data, whichever is greater, for state aid calculations.

Establishes procedures for correcting errors in state aid apportionment related to differences between estimated and actual attendance and property valuations, with six percent interest charged on overpayments exceeding five percent.
