Creates the "Foster Care and Adoptive Parents Recruitment and Retention Fund" in the state treasury to receive gifts, donations, transfers, appropriations, and bequests, with the state treasurer as custodian.

Establishes the "Foster Care and Adoptive Parents Recruitment and Retention Fund Board" within the Department of Social Services, comprised of three department directors and six appointed members representing foster parent associations, child-placing agencies, and residential treatment centers.

Directs fund moneys to grant awards to licensed community-based foster care and adoption recruitment programs, prioritizing children in out-of-home placement for 15+ months, children over age 12, and sibling groups.

Restricts fund moneys to evidence-based foster care and adoption programs only and exempts remaining funds from reverting to the general revenue fund at the end of each biennium.

Establishes a sunset provision requiring reauthorization by the general assembly six years after enactment, with an additional six-year authorization period if reauthorized.
