Imposes $30 surcharge on criminal convictions for felonies (except class A, B, and unclassified felonies which incur $60) and $15 surcharge for other criminal cases, with revenues deposited into a DNA Profiling Analysis Fund administered by the Department of Public Safety.

Expands DNA collection requirements to include individuals arrested for robbery in the first and second degree, and clarifies that DNA samples must be collected from those convicted of felonies, certain sex offenses, sexual predators, and sex offenders.

Establishes that refusing or knowingly failing to provide a required DNA sample constitutes a class D felony, with force authorized to compel compliance.

Creates procedures for expunging DNA records and samples when convictions are reversed, guilty pleas are set aside, charges are withdrawn, dismissed, or defendants are found not guilty, provided no other qualifying offenses exist.

Declares the repeal and reenactment of section 488.5050 an emergency measure effective immediately upon passage to ensure continued operation of the DNA profiling system.
