Repeals and replaces sections 43.260 and 43.265 of Missouri Revised Statutes relating to state highway patrol asset sales and fund management.

Expands authority for Missouri State Highway Patrol to sell surplus assets beyond motor vehicles to include watercraft, watercraft motors, and trailers, with preference given to municipal, county, political subdivisions, and state governmental agencies.

Requires written approval from the commissioner of administration and evaluation of each asset with price determination before any surplus sales are permitted, with highway patrol accepting no less than the approved amount.

Renames the "Highway Patrol's Motor Vehicle and Aircraft Revolving Fund" to "Highway Patrol's Motor Vehicle, Aircraft, and Watercraft Revolving Fund" to account for watercraft operations.

Expands the fund to accept revenue from watercraft purchases and operations, with balances used for purchasing highway patrol motor vehicles, watercraft, watercraft motors, trailers, aircraft, aircraft parts, and operational costs.
