Transfers the state land survey program from the Department of Natural Resources to the Department of Agriculture by type I transfer.

Changes all references in land survey statutes (sections 60.510-60.670) from "department of natural resources" to "department of agriculture" and updates related administrative provisions.

Requires the Department of Agriculture to administer the land survey program without cost allocation plans exceeding those charged to other department programs.

Eliminates the previous requirement that the land survey authority be part of the Department of Natural Resources, effectively abolishing that organizational structure.

Maintains all existing powers, duties, and functions of the state land surveyor, Land Survey Advisory Committee, and land survey operations under the new departmental structure.
